Rural Stormwater Coalition

The Rural Storm water Coalition of Chemung, Schuyler and Steuben Counties was formed in December 2007 with the goal for a regional approach to storm water education and outreach.  The regional coalition approach was fostered by the Water Quality Coordinating Committees and the Soil & Water Conservation Districts of Chemung, Schuyler and Steuben Counties. The Coalition is made up of local agencies and municipal representatives focusing on storm water management issues.

What we do:
The Rural Stormwater Coalition provides education and outreach to municipal staff and the general public. Program offerings include municipal trainings on the New York State DEC SPDES general permit for Stormwater Discharges from Construction Activity. Currently, the coalition has a rain barrel program for the general public in an effort to reduce stormwater runoff from residential sites.

                                                                      (August 2010) New York State DEC has updated the New York State Storm water Management Design Manual. 
This manual is a key component of the Phase II State Pollution Discharge Elimination System (SPDES) general permit for storm water runoff from construction activities. The Chemung County Storm water Coalition strongly urges designers to begin using this updated version. Click

Upcoming Events
Construction Activity Training Sessions for Contractors and Developers dealing with Stormwater, Erosion and Sediment Control

These approved 4 hour training sessions are required for all companies working under NYSDEC's SPDES Stormwater Permit. Next session is noted on the Stormwater homepage.


Please Note: Beginning on May 1, 2010 the New York State Department of Environmental Conservation Construction Activity Permit, GP-0-10-001 requires all developers, contractors and subcontractors to identify at least one trained individual from their company who will be responsible for implementing the Stormwater Pollution Prevention Plan.  The individuals responsible for installing, constructing, repairing, maintaining or inspecting erosion and sediment control measures or constructing post-construction stormwater management practices at SPDES-permitted construction sites are required to attend this course every three years.
